Consuelo Borja de Sandoval was born in Jalpa, Zacatecas, Mexico on 24 February 1910. She married Celio Sandoval.

Borja de Sandoval died in Ensenada, Baja California, Mexico on 8 August 2021 at the age of 111 years, 165 days.
