Elva Manning was born in Claiborne Parish, Louisiana, United States, on 28 July 1916 to parents Athlene Harris and William Shyne.
She attended Rocky Mount Rosenwald Elementary School until seventh grade, when Manning graduated from Homer Colored High School. She later earned her degree in upper elementary education from what is now Grambling State University. Manning spent her career teaching until she retired in 1971.
She currently lives in DeSoto, Texas, United States.
