Anne Hélène Nouel was born in Willemstad, Curaçao, on 22 February 1910. Her parents were Adolphe August Jules Nouel (1878–1932) and Loisinette Helena Francisca Joubert (1885–1951). She had six siblings: Gustave (1907–1997), Edgar Auguste George (born 1907), Hilda (1911–2012), Héctor Jules Arthur (1916–2002), Joffre (born 1917), and Loisinette (1919–1960).
In her youth, she moved to Venezuela. There, she married Manuel Antonio López Álvarez and they had three children: Beatriz, Ana, and Roberto. She was a friend of Cristina Gómez Núñez de Cáceres (1917–2009), the daughter of the dictator Juan Vicente Gómez.
Nouel passed away in Caracas, Venezuela, on 4 September 2020, at the age of 110 years, 195 days.
On 13 July 2019, at the age of 109 years, 141 days, she surpassed the final age of Lunita “Luna” Kleinmoedig (1907–2017), becoming the oldest person ever born in Curaçao.
At the time of her passing, she was the oldest (documented) living woman in Venezuela.
Her age was verified by Stefan Maglov, and listed as a pending validation by the Latin American Supercentenarians (LAS) as of 2 October 2021.
